  • It also allows changes in first names in official documents. Critics argue this undermines self-identification rights upheld in the NALSA judgment, which recognised gender identity as a fundamental right under Article 21. Concerns remain that medical verification may create barriers to recognition. The government, however, states the changes will streamline welfare delivery and ensure better targeting of benefits.
