Lok Sabha has approved the Central Excise (Amendment) Bill, 2025 and the Health & National Security Cess Bill, introducing a revised tax regime for tobacco, cigarettes and pan masala. The move replaces the GST compensation cess, which ends on March 31, 2026. The new structure maintains high taxation on sin goods, ensures revenue continuity and directs funds toward health and national security. Excise duty on cigarettes will range from ₹5,000–₹11,000 per 1,000 sticks, alongside heavy duties on unmanufactured tobacco and nicotine products.
