The Indian government’s DPIIT has proposed a draft framework allowing AI developers default access to publicly available online content for training large language models, with no opt-out for publishers. A non-profit copyright-like body would collect and distribute royalties to content creators. Nasscom opposed, calling mandatory royalties a “tax on innovation.” The proposal aims to simplify copyright compliance, avoid lengthy litigation, and ensure fair compensation, drawing inspiration from India’s compulsory licensing model for radio broadcasting, while sparking industry debate over costs and valuation.
