जम्मू और कश्मीर प्रशासन ने गुलमर्ग में एक हजार कनाल और घाटी के सोनमर्ग क्षेत्रों में 354 कनाल भूमि को "रणनीतिक क्षेत्र" घोषित करने के लिए अपनी मंजूरी प्रदान की है।
इस रणनीतिक क्षेत्र को "परिचालन और प्रशिक्षण आवश्यकताओं" के लिए उपयोग किया जायेगा।
जुलाई 2020 में, प्रशासन ने 1971 के एक सर्कुलर को वापस ले लिया था जिसमें सेना, बीएसएफ, सीआरपीएफ और "अन्य समान संगठनों" के पक्ष में भूमि के अधिग्रहण या अधिग्रहण के लिए जम्मू-कश्मीर के गृह विभाग से अनापत्ति प्रमाण पत्र (एनओसी) की आवश्यकता थी।
