The World Bank has appointed a "neutral expert" and the chairman of a court of arbitration with respect to the Kishanganga and Ratle hydroelectric plants in view of disagreements and differences between India and Pakistan over the 1960 Indus Waters Treaty.
Michelle Lino, chairman of the International Large Dam Commission, has been appointed neutral expert and Sean Murphy as chairman of the Court of Arbitration.
Under the Indus Waters Treaty, if there is a dispute between India and Pakistan over the provisions of the treaty, the World Bank will arbitrate between the two.
The Indus Water Treaty of 1960, was signed by the then Prime Minister Jawaharlal Nehru and the President of Pakistan, Ayub Khan. The World Bank played the role of an intermediary in this.
