Qatar, an observer state of the International Criminal Court (ICC), met with ICC President Judge Tomoko Akane to explore legal measures against Israel following its strike on Hamas leaders in Doha. The attack killed five Hamas members and one Qatari security officer. While Qatar cannot directly refer cases to the ICC due to its observer status, it is pursuing all available legal and diplomatic avenues to ensure accountability, calling the attack a grave violation of international humanitarian law. Arab and Islamic blocs have urged member states to take legal action against Israel’s continued operations.
