Maharashtra has announced a major reform by introducing a dedicated regulatory framework to overhaul Mumbai’s century-old Pagdi system. The move, led by Deputy Chief Minister Eknath Shinde, aims to resolve persistent disputes between tenants and landlords while accelerating redevelopment of ageing buildings. The Pagdi system, which grants long-term occupancy rights in exchange for a one-time premium and nominal rent, has caused stalled redevelopment and poor maintenance. The new law proposes clearer rights, fair compensation, and streamlined processes to boost transparency and revitalise Mumbai’s housing sector.
