UN Secretary-General António Guterres has released “Shifting Paradigms: United to Deliver” under the UN80 Initiative, calling for reforms to make the UN more efficient and impactful across peace and security, sustainable development, and human rights. Key proposals include a Humanitarian Compact for faster aid delivery, a system-wide human rights group, unified data and tech platforms, structural realignment of UN offices, and improved operational efficiencies. Some reforms can be implemented immediately, while others require UN Member States’ approval. The report will guide discussions at the UN General Assembly’s High-Level Week in October 2025.
