The Ministry of Home Affairs has launched “Prahaar,” India’s first comprehensive counter-terrorism policy aimed at strengthening national security across land, air and maritime domains. The framework addresses cross-border terrorism, cyber warfare and misuse of emerging technologies.
The policy highlights threats such as drone-based smuggling in border states, cyber-attacks on critical infrastructure and the terror–organised crime nexus. It also warns against the potential misuse of CBRN materials and digital platforms for recruitment and financing.
Prahaar proposes legal reforms, improved conviction mechanisms and stronger inter-agency coordination, involving agencies like the National Investigation Agency and the Intelligence Bureau. It also emphasises global cooperation and intelligence-sharing to combat transnational terrorism networks.
