Fatima Bano, of Choskore village in Ladakh's Union Territory, is the first woman from Kargil to receive the 'Ladakh Resident' certificate.
According to the Ladakh Resident Certificate Order 2021, anyone who has a Permanent Resident Certificate issued by the Competent Authority in Leh or Kargil, or who falls into the category of persons eligible to receive a PRC from the Competent Authority, is eligible to apply for a Resident Certificate.
The Union Government made Ladakh a separate Union Territory on August 5, 2019, by dividing the former Jammu and Kashmir state into two Union Territories and revoking its special status under Article 370.
