Why in News?

Tahawwur Hussain Rana, a Pakistani-origin Canadian-American, was extradited from the United States to India and arrested by the National Investigation Agency (NIA) in connection with the 2008 Mumbai terror attacks. This development marks a major diplomatic and legal victory for India in its fight against cross-border terrorism.

 

What Happened:

Rana was brought to Delhi by a special flight on April 9, 2025, and formally arrested by the NIA.

He was produced before a Special NIA Court in Delhi, which reserved its order on NIA’s request for 20-day custody.

The Delhi Police ensured tight security, clearing media and public from the court premises due to high-profile sensitivity.

 

Who is Tahawwur Rana?

Born in Pakistan, Rana is a former Pakistani army doctor.

He later acquired Canadian and U.S. citizenship.

He was a close associate of David Coleman Headley (Daood Gilani), a key Lashkar-e-Taiba (LeT) operative involved in 26/11 reconnaissance missions.

Rana helped Headley open a front office in Mumbai under the guise of his immigration business and also helped him obtain an Indian business visa.

 

Background: The 26/11 Mumbai Attacks

Occurred between November 26–29, 2008.

Claimed 166 lives and injured 238.

Carried out by Pakistan-based terror outfit Lashkar-e-Taiba (LeT).

Headley conducted 8 surveillance trips to India and had 231 contacts with Rana during that period.

 

Legal Proceedings:

The NIA registered a case in 2009 against Rana and Headley under instructions from the Ministry of Home Affairs.

A chargesheet was filed in 2011 against Rana, Headley, and seven others for conspiracy and terror activities.

India formally requested extradition in December 2019.

 

After legal hearings:

U.S. court approved extradition on May 16, 2023.

It was upheld by the U.S. Court of Appeals on August 15, 2024.

U.S. Supreme Court rejected his review plea on January 21, 2025.

Rana was handed over to Indian authorities on April 9, 2025.

 

Political & Diplomatic Angle:

The BJP claimed Rana’s extradition as a success of PM Modi's zero-tolerance approach to terrorism.

The Congress Party argued that this was the result of diplomatic groundwork laid during the UPA era.

The joint statement by PM Modi and U.S. President Donald Trump on February 13, 2025, confirmed the extradition.

 

Security Measures:

Rana is to be lodged in a high-security ward at Tihar Jail.

Multiple layers of security, including SWAT vehicles, ambulances, and courtroom restrictions, were enforced.
