The Union Agriculture Ministry has released the Draft Seeds Bill, 2025 to overhaul India’s outdated seed regulatory framework by replacing the Seeds Act, 1966 and Seeds (Control) Order, 1983. The proposed law aims to ensure high-quality seeds, curb the sale of fake and substandard varieties, protect farmers from financial losses, and promote innovation through liberalized seed imports. Key provisions include mandatory registration for dealers, strict certification norms, labeling, and compensation for farmers in case of seed failure. While the seed industry has welcomed the Bill, several farmer groups fear dilution of farmer rights and potential corporate dominance. Public feedback has been invited until December 11, 2025.
