The UNEP Adaptation Gap Report 2025 warns that climate adaptation finance remains far below required levels as climate impacts intensify. Developing countries will need USD 310–365 billion annually by 2035, possibly rising to USD 520 billion, while current funding stands at just USD 26 billion, creating a gap of USD 284–339 billion. The Glasgow Pact goal of doubling adaptation finance by 2025 is unlikely to be met. With 58% of adaptation funds as non-concessional debt, UNEP calls for implementing the Baku to Belém Roadmap, scaling finance to USD 1.3 trillion annually, prioritizing grants, and integrating climate-risk assessments into financial systems.
