According to the ICC, Marlon Samuels attended several anti-corruption sessions and was aware of what his obligations were under the Anti-Corruption Code.
Although he is now retired, Samuels was part of the team when the crimes were committed.
Earlier in 2008, the ICC had found him guilty of taking money and defaming cricket and had banned him for 2 years.
The ICC had found his bowling action illegal in 2015 and banned him from bowling for a year.
Samuels played an important role in making West Indies champion in the 2012 and 2016 T20 World Cups.
