India and the Eurasian Economic Union (EAEU)—comprising Armenia, Belarus, Kazakhstan, Kyrgyz Republic, and Russia—have signed a Terms of Reference (ToR) document in Moscow, formally launching negotiations for a Free Trade Agreement (FTA). The ToR lays down the framework for structured discussions that aim to unlock new trade opportunities, boost investments, and build a long-term India–EAEU economic partnership. Both sides emphasized their commitment to conclude the agreement at the earliest and to strengthen institutional mechanisms for deeper cooperation.
