The finalisation of the Administrative Arrangement under the India-Australia Civil Nuclear Cooperation Agreement on 9 July 2026 during the Third Annual Summit in Melbourne represents a concrete step forward in operationalising a partnership first envisioned over a decade ago. While the core 2014 Agreement (effective 2015) laid the groundwork, this arrangement provides the practical framework for long-term Australian uranium exports to India under IAEA safeguards. For India, facing surging energy demand amid its net-zero 2070 pledge, it addresses a critical fuel security gap. For Australia, it unlocks export potential from its vast uranium reserves (over one-third of global resources) while deepening strategic engagement in the Indo-Pacific.
India's Nuclear Context and the Urgency of Fuel Assurance
India's nuclear programme currently stands at a modest 8.78 GW from 24 reactors, contributing around 3% of electricity generation. Ambitious plans are underway: 10 reactors (8 GW) under construction, pre-project work on more, and a long-term target of 100 GW by 2047 as part of the Nuclear Energy Mission. Indigenous PHWRs dominate, relying on natural uranium, with plutonium byproduct feeding into the second stage via Fast Breeder Reactors (FBRs). The Prototype FBR at Kalpakkam achieved first criticality in April 2026, a major milestone toward thorium utilisation in Stage 3.
The SHANTI Act (December 2025) is a game-changer. It modernises the legal framework, opens the sector to private companies and joint ventures for building, owning, and operating plants, and adjusts liability provisions to attract investment. Combined with allocations for Small Modular Reactors (SMRs)—with a goal of five operational by 2033—this creates policy certainty. However, fuel supply has been a constraint. Assured Australian uranium diversifies imports (India has IGAs with 18 countries) and provides confidence to developers and investors for timely project execution.
Why this matters for energy transition: Nuclear offers firm, baseload power that complements variable renewables. It supports industrial growth, data centres, and decarbonisation while reducing coal dependence. With SMRs enabling faster, modular deployment and thorium reserves for long-term self-reliance, the deal bridges the gap until indigenous capabilities scale.
Geopolitical and Strategic Dimensions
The deal reinforces the Comprehensive Strategic Partnership between India and Australia, spanning maritime security, critical technologies, and the Indo-Pacific. Australia's reaffirmation of support for India's NSG membership is notable, given India's status outside the NPT yet strong non-proliferation record. All exports remain under IAEA safeguards, addressing proliferation concerns.
This fits broader trends: Both nations are enhancing cooperation amid regional dynamics. For India, it strengthens energy security and positions it as a responsible nuclear player. For Australia, it generates export revenue and jobs, though it has sparked domestic debate about exporting uranium while maintaining a domestic nuclear power ban.
