India's monsoon has not merely stumbled this June; it has delivered one of the weakest starts to the season in living memory. At 99.5 mm against a normal of 165.3 mm, the month closed with a 40 per cent all-India rainfall deficit, the fifth-lowest June since IMD records began in 1901. Only 2009, 1905, 2014 and 1926 were drier. That is not a statistical curiosity; it is a signal that deserves to be read carefully, because June rainfall does the specific job of priming the soil, filling reservoirs and setting the sowing calendar for the entire kharif season.

 

Why this June is different from an ordinary "slow start"

Monsoons routinely arrive late in patches and even out over the season. What makes 2026 notable is the geography of the shortfall. Central India; the country's agricultural core, spanning Madhya Pradesh, Chhattisgarh and Maharashtra's Vidarbha belt; recorded a 50 per cent deficit. This is precisely the zone meteorologists call India's Monsoon Core Zone, where rainfed cropping is heaviest and irrigation cover thinnest. A deficit here does more economic damage per millimetre of missing rain than an equivalent shortfall in, say, the Northeast.

Compounding the geographic problem is an emerging El Niño. Warming in the equatorial Pacific tends to weaken and destabilise the southwest monsoon's circulation, and this year's pattern fits that template closely; the IMD had already trimmed its seasonal forecast to around 90 per cent of the Long Period Average even before June began.

 

The sowing squeeze is already visible in the data

The clearest real-economy evidence of the deficit is showing up in kharif sowing numbers, which are running well behind last year. Total kharif acreage stood at roughly 18.27 million hectares as of late June, down 23 per cent compared to 23.6 million hectares a year earlier, with paddy, pulses, oilseeds, coarse cereals and cotton all lagging. The government has nonetheless held its kharif foodgrain production target at around 176 million tonnes, betting on a recovery in July and August rather than revising expectations downward this early.

Behind that sowing shortfall is a soil-moisture problem that is geographically specific: early moisture deficits have emerged in Odisha, Chhattisgarh, Haryana, Karnataka, Maharashtra, West Bengal, Andhra Pradesh and the northeast, and cotton sowing has fallen sharply, from about 972,000 hectares last year to 751,000 hectares this year. Reservoir storage tells a similar story: the 166 reservoirs monitored by the Central Water Commission were running well below last year's storage levels by late June, even if, according to a Finance Ministry assessment, they remained slightly above the long-term normal for this point in the season; a buffer that offers some near-term irrigation comfort but is not inexhaustible.

The government's response has been triage rather than panic. Officials have identified 315 vulnerable districts nationally, including a subset of 111 high-priority districts with weak irrigation coverage, and district-level contingency plans; alternative short-duration crop varieties, water-conservation measures; have been readied by agricultural scientists for activation if the dry spell persists into July.

 

Why this may hurt less than past droughts of similar severity

There is a genuine case, made in the Finance Ministry's own assessment of the season, that India's agricultural economy is structurally better insulated against a weak monsoon than it was a generation ago. Irrigation cover has expanded from roughly a fifth of cropped area in the mid-1960s to over half today, breaking some of the tight historical link between rainfall shortfalls and food output. Buffer food stocks are also unusually comfortable this year; combined wheat and rice reserves running at several times the mandated norm; which limits the risk of the kind of price spikes that have historically followed drought years. Fertiliser stocks, too, are reported to be well ahead of what June's cultivation activity requires.

Even so, the historical base rate is sobering. Data compiled by ICRIER going back to 1951 finds that in 11 of 15 moderate-to-severe El Niño years, Indian agricultural output contracted; with monsoon rainfall falling by an average of nearly 10 per cent and kharif foodgrain production dropping by close to 6 per cent in those years. The closest recent parallel, the 2015–16 "super El Niño," saw agricultural growth slow to just 0.5 per cent on rainfall of 86 per cent of average. This year's forecast of roughly 90 per cent of the Long Period Average sits in comparable territory; a below-normal season, though not (yet) a catastrophic one.

 

The next fortnight is the real test

The IMD's own framing points to where the story goes next. The monsoon's late-June push into Madhya Pradesh, Chhattisgarh, Jharkhand, Bihar, Uttar Pradesh and the Himalayan states, and the forecast advance into Gujarat, Rajasthan, Haryana, Punjab and Delhi over the coming days, suggests the circulation is finally reorganising. Meteorologists are also watching for fresh low-pressure systems over the Bay of Bengal and a southward shift in the monsoon trough in the first week of July; both classic mechanisms for reviving rainfall over central and northern India.

Whether June 2026 is remembered as a genuine drought year or as an unusually delayed but ultimately adequate monsoon will hinge almost entirely on how July performs. Kharif sowing has a narrowing but not yet closed window; soil moisture can be recovered quickly by a strong burst of rain, and reservoir levels can rebound within weeks under sustained monsoon activity. But the margin for further delay is thin, particularly in the Monsoon Core Zone, where the current deficit is largest and where India's rainfed farmers have the least capacity to absorb another lost month.
