Reforms in Container Train Operator Licences

The Ministry of Railways approved reforms to the Model Concession Agreement for Container Train Operators on 6 August 2026. The revised framework introduces a single All India Licence, removing earlier route-specific restrictions and replacing the category-based system.
A uniform non-refundable registration fee of ₹25 crore has been fixed, while the initial concession period remains 20 years, with a zero-fee extension possible subject to satisfactory performance. Existing Category I can continue until their current term ends and migrate free of charge at renewal. Category II, III and IV operators may switch early or renew by paying a differential fee of ₹15 crore.
