Khalil al-Hayya (born 1960) was elected head of Hamas’s Political Bureau after Yahya Sinwar’s death in 2025.
A founding member since 1987, he has been a key external political figure and lead negotiator in ceasefire/hostage talks mediated by Qatar, Egypt, and the US.
He survived multiple Israeli strikes, including in Gaza and Qatar.
Hamas, rooted in the Muslim Brotherhood, operates its external leadership mainly from Qatar with Iranian backing.
The election occurred secretly under a temporary five-member council.
